NAGHAIN si Navotas Rep. Toby Tiangco ng isang resolusyon na humihiling sa House leadership na magsagawa ng congressional inquiry kaugnay ng madugong school shooting sa Tacloban City.
Layunin ng panukala na alamin ang mga pangyayari sa likod ng insidente at tukuyin kung may kakulangan sa umiiral na mga batas hinggil sa school safety, gun regulation, child protection at juvenile justice.
“The deaths of these young students are a tragedy that should never happen again. We owe it to the victims and their families to find out what went wrong and ensure that our schools remain safe places for our children,” pahayag ni Tiangco.
Ayon sa kongresista, inilantad ng insidente ang mga seryosong usapin tungkol sa juvenile delinquency, madaling pag-access sa mga baril, responsibilidad ng mga magulang at pagiging epektibo ng mga programa para sa mga at-risk youth.
Binigyang-diin niya ang pangangailangang suriin kung sapat at maayos na naipatutupad ang mga umiiral na batas gaya ng Juvenile Justice and Welfare Act, Comprehensive Firearms and Ammunition Regulation Act, Anti-Bullying Act at Mental Health Act.
“We must ask difficult questions. How did minors gain access to firearms? Were there warning signs that were missed? Are our schools adequately equipped to prevent and respond to these kinds of incidents? These are questions that Congress cannot ignore,” ani Tiangco.
Kabilang sa mga sisiyasatin ang school safety protocols, anti-bullying programs, mental health support systems, emergency response measures at kung paano nakakuha ng armas ang mga menor de edad.
Nilinaw naman ni Tiangco na hindi lamang pagpapanagot ang layunin ng hakbang kundi ang pagbuo ng mga konkretong solusyon upang hindi na maulit ang kaparehong trahedya.
“This is not simply about punishment. It is about prevention, accountability, rehabilitation, and ensuring that no other family has to endure this kind of heartbreak,” dagdag niya.
Inaasahang iimbitahan sa pagdinig ang mga kinatawan ng iba’t ibang ahensya ng pamahalaan, mga opisyal ng paaralan, lokal na pamahalaan, child protection advocates, mental health professionals at law enforcement authorities upang makabuo ng mga repormang magpapalakas sa proteksyon ng mga mag-aaral.
